Complete and fully functioning, starts right up, I rode it several times now and so far so good,, cruise down the highway  without a problem, 60- 80 mph at 3-4 rpm; sweet cruizn on a classic old school, American made motorcycle. You will not find a better bargain at this price,,, only seeking to get back some money and my labor spent to get it back running again. I can just as easily scrap it out for parts and surly make more money off it if  I am only concerned with that, but I would like to see someone else enjoy it for many more years to come.
